Competency Management Solves a Certification
Challenge
Background As one of the largest electrical
engineering and electronics companies in the world, this
client is continually taking every advantageous step forward
to growing internationally. One such way to increase the
company’s ability to win international contracts was to become
ISO 9000 certified. ISO 9000, developed by the International
Organization for Standardization, is an international standard
focused on quality management. To be ISO 9000 certified allows
for more business opportunity and demonstrates a prestigious
level of quality.
Challenge In order to meet ISO 9000
standards, the client needed to certify the appropriate
employees and show documentation to ISO validating this
accomplishment. The documentation needed to exhibit the skill
starting point of the employee then show the timeline and
activities for improving these skills to the standard. With
the large number of employees the client had to certify, the
paperwork nightmare was looming.
Solution In line with the client’s
innovative culture, the client chose to use a database instead
of paper. Using a competency management process, product and a
team of competency management consultants, Hal Gerrish,
Avilar’s Director of Competency Management, undertook the
project. The initial step was to communicate to ISO the steps
that were being taken and ensure this method of data
validation would be legitimate. Next, a survey related to
sales and system engineering process support for clients was
created which contained specifics on product knowledge. The
project began with a pilot and quickly rolled out to the whole
organization.
Results The Competency Management process
established and populated the system with the skills and tasks
required for sales and system engineering from a customer
point-of-view. Later in the same year, the client became ISO
9000 certified. The project was so successful the client
continued its use of competency management and the Individual
Development Plans (IDPs) for forecasting training around the
US.

Competency Management is undoubtedly on the rise in
popularity. Industry publications are never at a lack for
supportive information that companies are increasing their
talent management interests. Many surveys have stated budgets
are increasing, management is making competency assessments a
priority, and the increasing interests will continue to rise
for several years. Although these articles all point in the
same direction, they each state something very valuable about
the direction of the competency management industry.
Talent Shortages Josh Bersin’s article in
Chief Learning Officer underlines that competency management
is actually an old HR practice, not just a “hot” new idea.
Bersin explains that as organizational demographics shift,
organizations are realizing the importance of long- term
planning and making efforts to stick with these programs, not
put them on a budget rollercoaster. Looming talent shortages
are a main factor for consistency. Some cited in the article
include a 30 percent workforce loss in the next 10 years for
the Department of Transportation and Defense Logistics Agency.
The best solution to competency management problems, Bersin
says, is to identify the problem, assess to find the skill
gaps causing the problem, and create a solution to close these
gaps. For

Corporate Leadership Shortages According to
the Ken Blanchard Companies’ annual corporate issues survey,
there is a lack of top leadership that is greatly concerning
training and development professionals. In the last year the
percentage of respondents who included skill gaps in the top
three business challenges jumped from thirty- four to
forty-three percent. The top talent issues include developing
potential leaders, selecting and retaining key talent, and
creating an engaged workforce. For

Longevity of Growth In a survey of 3000
International Association for Human Resource Information
Management (IHRIM) members, 77 percent see the importance of
talent management increasing over the next three years.
Several factors were put forth to explain this growing
interest including internal promotions, less outside
recruiting for advanced positions, and linking training to
performance. The top initiatives for 2006 cited by respondents
included talent acquisition, leadership development, aligning
people and goals, performance management and talent management
metrics. For

Qualifying the Value of Human Capital

measuring the value of human capital for 20 years, has created
250 metrics to measure the value of human capital. Because all
of the metrics are not suitable for every company, Jack
Fitz-enz, founder and chairman of the institute, divided the

Health Care Skill Gaps There is a 25 to 30
percent gap in leadership capabilities of health care
professionals, according to a survey of 22,000 senior health
care executives. The study, conducted by the Advisory Board
Company, shows that health care professionals are not
adequately trained to achieve high performance in top
